The French National Assembly consults the CEIPI concerning the proposed European unitary patent.

The Ceipi was consulted by the European Affairs Committee of the French National Assembly concerning a report the Committee is preparing on the proposed European unitary patent.

On October 23, 2012, Didier Intes, Associate Professor at the CEIPI, presented the current situation regarding national patents, European patents and national courts and spoke about ongoing projects.

RESEARCH ACTIVITIES

CEIPI Public Lecture: "Enclosing intangibles: what historical and philosophical evolution for Intellectual Property?" by Mireille Buydens

Mireille Buydens, Professor at the Free University of Brussels and Lawyer ; Doctor in philosophy and law ; member of the Belgium Council for intellectual property and President of the Patent Agent Accreditation Commission (Belgium), will give a presentation on November 26, 2012 at 5.30 pm. within the framework of the series of lectures : "(RE)thinking Intellectual Property, Fundamental Questions and New Perspectives" on the topic:

"Enclosing intangibles: what historical and philosophical evolution for Intellectual Property?"

The presentation will be followed by a debate with the audience led by Christophe Geiger, Director General of the CEIPI.

CEIPI Public Lecture: "Legal transplants, a satisfying approach for Intellectual Property lawmaking at global level?" by Xavier Seuba

As a starting point for a two years' stay as visiting Senior Research Associate at CEIPI, Xavier Seuba  gave an inaugural public lecture within the framework of the CEIPI's series of lectures, "(RE)thinking Intellectual Property, Fundamental Questions and New Perspectives" on October 29, 2012 on the topic:

"Legal transplants, a satisfying approach for Intellectual Property lawmaking at global level?"

The public lecture was followed by a rich debate with the audience moderated by Christophe Geiger, Director General of the CEIPI, in a packed auditorium for the occasion.

Professor Jean Lapousterle joins the CEIPI's Research Department

We are pleased to announce that Professor Jean Lapousterle has joined the CEIPI's Research Department.

Jean Lapousterle is a Professor of private law and criminal sciences at the University of Strasbourg.

He obtained a Master degree in copyright and industrial property law and went on to complete a doctorate at the University of Paris II, Panthéon-Assas where he subsequently also became a lecturer. Jean Lapousterle joined the University of Strasbourg after being granted the Agrégation in private law.

In particular, he is the author of a remarked thesis on the influence of pressure groups on the development of IP legislation by using the example of copyright law.

EIPIN Conference organized by the CEIPI in Strasbourg at the European Court of Human Rights on the topic: "Human Rights and Intellectual Property: From Concepts to Practice"

Between April 5 and 7, 2013, the CEIPI will organize and host the 14th Congress of the European Intellectual Property Institutes Network (EIPIN), on the topic: "Human Rights and Intellectual Property: From Concepts to Practice". The first part of this event will take place at the European Court of Human Rights. Academic direction will be done by Christophe Geiger, Associate Professor, Director General and Director of the Research Department of CEIPI.

The conference will explore practical and doctrinal implications of human rights on intellectual property law and jurisprudence. In particular, the conference will scrutinize issues related to the role of human rights in development of the balanced intellectual property legal framework, practices of European courts and quasi-judicial bodies, and it will attempt to identify legal significance of different human rights for exercise of intellectual property rights. This noteworthy event will feature an array of intellectual property and human rights experts and practitioners of world renown.

The CEIPI at the EIPIN Congress "Treatment Equal or No-Less Favourable of Citizens in a Globalizing World" at the Maastricht University (The Netherlands)

The Advanced Master in Intellectual Property Law and Knowledge Management (LLM/MSc) offered at the Maastricht University (The Netherlands) has joined the EIPIN Network (European Intellectual Property Institutes Network) and will be organizing the first congress for the year 2012-2013 to take place between January 31 and February 2, 2013 on the topic "Treatment Equal or No-Less Favourable of Citizens in a Globalizing World".

The CEIPI is member of the EIPIN Network and will participate in this event. Oleksandr Bulayenko and Franciska Schönherr, research assistants at the CEIPI, will participate in the EIPIN Doctoral seminar to take place on January 30 and 31, 2013.

The CEIPI and its Research Department is pleased to inform you of the publication of two books edited by Christophe Geiger, Director General of the CEIPI.

Thesis defense: Developing Countries and the Patentability of Drugs in the Fight against HIV/AIDS

We are pleased to announce that on September 25, 2012, Ms N'Daye Fatou LOUM NEESER defended a thesis written under the direction of Professor Yves Reboul, Director of the French Section at CEIPI, on the topic:

"Developing Countries and the Patentability of Drugs in the Fight against HIV/AIDS".

The jury was composed of : Professor Yves Reboul (Director), Jacques Azéma, Professor emeritus at the University Jean Moulin (Lyon III), Christian Le Stanc, Professor at the University of Montpellier I (Examiners) and Dieter Stauder Honorary Associate Professor at the University of Strasbourg.

Thesis defense: The Protection of Software by Patent Law

We are pleased to announce that on September 17, 2012, Mr. Sébastien Drillon defended a thesis written under the co-direction of Professor Yves Reboul, Director of the French Section at CEIPI and Céline Meyrueis, Associate Professor at the University of Strasbourg and Director of Studies of the CEIPI, on the topic:

"The Protection of Software by Patent Law".

The jury was composed of Professor Yves Reboul, Céline Meyrueis (Co-directors), Christian Le Stanc, Professor at the University of Montpellier I, Bertand Warusfel, Professor at the University of Lille II (Examiners), Stefan V. Steinbrener, former President of the Board of Appeal 3.5.0.1, Member of the Enlarged Board of Appeal at the EPO and Consultant at the Office Bardehle, Pagenberg, and Joanna Schmidt-Szalewski, emeritus Professor at the University of Strasbourg.

EDUCATIONAL AND TRAINING ACTIVITIES

Opening Ceremony of the 3rd Edition of the Double Degree Programme CEIPI / SS. Cyril and Methodius University in Skopje

The opening ceremony for the academic year 2012-2013 of the Double Degree Programme in Intellectual Property Law offered by the The Ss. Cyril et Methodius University in Skopje, Macedonia, and the CEIPI, in partnership with the members of the EIPIN network, will take place on November 8, 2012 at 5.00 pm at the premises of the "Iustinianus Primus" Faculty of Law, SS.Cyril and Methodius University, Skopje, Macedonia.

Annette Kur, Professor at the Max Planck Institute for Intellectual Property and Competition Law in Munich, will give an inaugural lecture on the topic "Time of crisis, time of chance for IP?"

This innovative initiative includes a program in Skopje that concentrates mainly on the international and European aspects of intellectual property (industrial property, copyright, related rights and other affiliated disciplines), and is taught by academic staff from the CEIPI, from its partners of the EIPIN network and from the faculty in Skopje and from neighbouring countries (Greece, Bulgaria and Serbia).

Preparatory Seminars for the European qualifying examination

The CEIPI is renowned for the excellence of its courses adapted to prepare candidates for the European Qualifying Examination (EQE), increasing considerably their chances of success.

A pre-examination will be held in 2013 for those candidates who fulfill the requirements to present themselves to the pre-examination of the EQE in 2013 (see supplement to OJ EPO 12/2011). CEIPI is organizing a seminar in Strasbourg to help candidates in preparing themselves for that Pre-Examination. The seminar will take place from 5 to 9 November 2012.

Moreover, the CEIPI is holding two seminars in Strasbourg to help candidates to prepare for the European qualifying examination (EQE) 2013.

The seminar on Papers A (claim drafting), B (claim amendment and response to communication) and C (opposition) will be held from 26 to 30 November 2012.

The seminar on legal questions (D-paper) will be held twice from 7 to 11 January 2013 and from 21 to 25 January 2013.

2012 Cocktail of the AACEIPI and Graduation Ceremony of the CEIPI's Masters of Laws 2 (LLM)

The 2012 cocktail of the AACEIPI (Alumni Association of CEIPI) took place in Paris at the Union des Fabricants on October 12, 2012.

The Graduation Ceremony of the CEIPI's Masters of Laws 2 (LLM) was held on this occasion. As part of this informal ceremony, which provided an opportunity for the younger generation to meet established practitioners, speakers in various branches of the intellectual property field, agreed to describe the trials and tribulations of their first years as professionals.

The AACEIPI is an association whose purpose is to promote the development of the CEIPI. Accordingly, it assists with the organization of conferences, symposia, internships and training sessions. In addition, it endeavors to help and encourage the students and the graduates of the CEIPI (click on the pictures to enlarge).

The beginning of the academic year at the CEIPI

On September 17, 2012, the CEIPI welcomed students from France, Asia, North and South America in its Patents program in long tuition and the following days, in its various Master 2 programs in its Trademarks and Industrial Designs program and in its Patent Litigation program.

Every year, the CEIPI trains several hundred of specialists (engineers from prestigious higher education institutes, holders of scientific university degrees, legal scholars with an LLM or an equivalent degree, practitioners who wish to broaden their own knowledge) for a whole range of professions in the IP field.

Christophe Geiger, Director General of the CEIPI, will participate in the conference "What Constitutes Evidence for Copyright Policy?" organized by The Centre for Intellectual Property Policy & Management and to be held on November 8, 2012 at the Bournemouth University in Great Britain.

Christophe Geiger will take part to the 5th session: "Lawyers’ response to evidence for evidence–based copyright policy".

Christophe Geiger, Director general of the CEIPI, gives two presentations in Hong-Kong

On November 12, 2012, Christophe Geiger, Director General of the CEIPI, will give a presentation at the Chinese University of Hong-Kong on the topic: "Overcoming the Copyright Crisis".

On November 13, 2012, Christophe Geiger will give a presentation at the Law & Technology Centre of the Faculty of Law, University of Hong-Kong, on the topic: "Rethinking the enforcement of IP Rights at international level".

Christophe Geiger, Director General of the CEIPI, will participate in the conference "Evolution and Equilibrium: Copyright for the 21st Century" organized by The New Zealand Centre of International Economic Law, to be held in November 15 and 16, 2012 at the Faculty of Law, Victoria University of Wellington, New Zealand.

Within the framework of the session "Enforcement by Various Means", Christophe Geiger will speak on November 15 on the topic  "The Rise of Criminal Enforcement".

Christophe Geiger, Director General of the CEIPI, participated in a Conference which was held at the European Parliament in Brussels on October 18, 2012 on the topic: "Copyright: what is broken, how to mend it?".

Adrien Bouvel spoke on October 18 on the topic: "L'identité sur Internet" and Christophe Geiger  spoke on October 19 on the topic "Vers une identité européenne en matière de propriété intellectuelle ?"

Xavier Seuba at the workshop: "The Statement of Principles on IP Provisions in FTAs" at the Max Planck Institute for Intellectual Property and Competition Law in Munich

Xavier Seuba, Senior Research Associate at CEIPI and Senior Lecturer at the Universitat Pompeu Fabra in Barcelona, took part to a workshop on the topic "The Statement of Principles on IP Provisions in FTAs" which was held at the Max Planck Institute for Intellectual Property and Competition Law in Munich on October  11 and 12, 2012.

On October 11, Xavier Seuba took part to the session "The Objectives behind the Principles", the topic of his speech was: Strengthening the "other" contracting party's ability in setting its own agenda for negotiating and implementing IP rules.

Xavier Seuba at the World Trade Organization Public Forum: "Is Multilateralism in Crisis?"

Xavier Seuba, Senior Research Associate at CEIPI and Senior Lecturer at the Universitat Pompeu Fabra in Barcelona, took part to the World Trade Organization (WTO) Public Forum which was held in Geneva between September 24 and 26, 2012 on the topic "Is Multilateralism in Crisis?".

Within the session "Helping or Hindering Multilateralism? Are Agreements Occurring Outside the Multilateral Process  Helping or Hindering Multilateralism?" organized by the International Centre for Trade and Sustainable Development (ICTSD), the Global Intellectual Property Center (GIPC) and the Max-Planck Institute for Intellectual Property and Competition Law, Xavier Seuba spoke on September 26 on the topic "What role for the WTO?".

Christophe Geiger, Director General of the CEIPI in a series of conferences in Brazil between September 10 and 14, 2012


Christophe Geiger, Director General of the CEIPI, took part in a serie of conferences held in Brazil from September 10 to 14, 2012.

On September 10, Mr Geiger took part in the international congress "Challenge of the Commons: Properties in the XXI Century" held at the Federal University of Rio de Janeiro. He took part in the session "Cultural Commons". The topic of his speech was: "Open Access through an Opening of Copyright Law, The crucial role of Limitations and exceptions".

On September 11, Mr Geiger took part in the symposium "IP and Open Access" at the National Health School of Fundação Osvaldo Cruz, Rio de Janeiro, within the celebration of the 58th anniversary of the School. Mr Geiger spoke on the topic: "Opening Up Copyright Law through Limitations and exceptions?"

On September 13, Mr Geiger participated in the Symposium about "The 10 years of the Brazilian new Civil Code" held at the Catholic University PUCRS of Porto Alegre. The topic of his speech was: "The constitutionalization of private law on the example of intellectual property".

Finally, on September 14, Mr Geiger participated in the international seminar on "The Anti-Counterfeiting Trade Agreement (ACTA)" held at the University Santa Catherina in  Florianopolis. The topic of his speech was: "The rejection of ACTA by the European Parliament: What lessons to be learned? What perspectives for enforcement of IP Rights at the international level?"

This trip was an opportunity for the Director General of the CEIPI to meet many Intellectual Property stakeholders in Brazil, to strengthen the bilateral links and to discuss the implementation of cooperation agreements with the CEIPI (click on the pictures to enlarge).

Yves Reboul at the celebration of the 50th Anniversary of the African Intellectual Property Organization (AIPO)

Professor Yves Reboul, Honorary Director General and Director of the French Section at CEIPI took part in the celebration of the 50th Anniversary of the AIPO (African Intellectual Property Organization) held in Yaoundé (Cameroon) from September 11 to 13, 2012.

CEIPI works closely for many years with the AIPO and particularly with the African study centre "Denis Ekani". The CEIPI participates with the AIPO, the WIPO and the University of Yaoundé II in Cameroon in the Master II (LLM) in Intellectual Property. Many CEIPI lecturers participate in this Programme Course.

It is worth remembering that Paulin Edou-Edou, Director General of AIPO is Doctor in Law of the University of Strasbourg. In this picture, we see Paulin Edou Edou offering a gift to Yves Reboul.

MISCELLANEOUS

A South-Korean TV network reporting from the CEIPI

The CEIPI was approached by the South-Korean TV network YTN (Your True Network, a national TV network) to shoot a segment on intellectual property in our premises.

Christophe Geiger, Director general of the CEIPI and Yves Reboul, Honorary Director general of the CEIPI were interviewed in order to describe the Centre, its objectives and projects.

A few students of the CEIPI were also invited to speak about their studies in intellectual property. The journalists of the YTN network also shot some footage during a lecture in an amphitheater.

We will soon publish on the CEIPI website the link allowing you to watch this TV report (click on the two pictures below to enlarge).

Chinese students visit CEIPI

On September 6, 2012, some forty students of the Chinese Master in European and international Law of the China-EU School of Law (CESL) in Beijing visited the CEIPI.

The University of Strasbourg is member of this european programme whose headquarter is the China University of Political Science and Law in Beijing. Within the framework of this programme, CEIPI participates since 2009 in partnership with the Max Planck Institute for Intellectual Property and Competition Law, to the organization of seminars held every year in China for professionals in the field of IP.

The CEIPI's job and internship offers

The CEIPI is looking for a graduate (Master 2 or LL.M.) in the field of innovation law and the economics of intellectual property and for a legal scholar with a Master 2 or LL.M. in intellectual property law.

The CEIPI is also looking for a legal intern expected to advance the educational and resarch missions of the CEIPI.
