Mister António Campinos, reelected President of the CEIPI’s Administrative Board

CEIPI is pleased to announce that Mr. António CAMPINOS, Executive Director of the European Union Intellectual Property Office, was re-elected on 16th June 2016 President of the Administrative Board of CEIPI for a second 3-year term.
Mr. António CAMPINOS was reelected President of the Administrative Board of CEIPI at the board meeting on 16th June 2016 for a second term of 3 years. Mr. António CAMPINOS succeeded in 2013 to Mr. Francis Gurry, Director General of the World Intellectual Property Organization (WIPO) as President of the Administrative Board of CEIPI.
After being President of the Management Board of the Portuguese National Institute of Industrial Property in 2005, chaired the working group on the modernization of the Madrid System at WIPO between 2005 and 2008, member of the Administrative Council of the European Patent Office between 2005 and 2010, and chaired the Board of the Office for harmonization in the internal market (OHIM) in 2007, Mr. António CAMPINOS was elected President of OHIM on 1st October 2010. He is currently Executive Director of the European Union Intellectual Property Office (former OHIM) for a second term.
CEIPI warmly thanks Mr. António CAMPINOS for his support to CEIPI since 2013 and addresses its warm congratulations and wishes of success for this new mandate.
Christophe Geiger and Ingo Kober, Knights of the Order of Academic Palms
On 19th May 2016 was held at the Faculty of Law in Strasbourg, the ceremony insignia of the Order of Academic Palms. We are pleased to announce that Mr. Christophe Geiger, Professor of Law, Director General and Director of the Research Department of CEIPI and Mr. Ingo Kober, former President of the European Patent Office (EPO), former State Secretary of the Ministry of Justice of the Federal Republic of Germany and former President of the Administrative Board of CEIPI, have been made Knights in the order of Academic Palms.
This honor rewards their investment for the development of the Centre for the International Intellectual Property Studies (CEIPI) and their academic merits.

First European Joint Doctorate in Intellectual Property funded by the Horizon 2020 program

CEIPI is pleased to announce that the Research Department of the Center for International Intellectual Property Studies (CEIPI) has obtained a European funding Horizon 2020, for the establishment of a joint doctoral program “European Joint Doctorate”, project called “European Intellectual Property Institutes Network - Innovation Society (EIPIN - IS)”. This project was submitted in January 2016 in partnership with the members of EIPIN network under the coordination of Maastricht University and with the support of the European Union Office for Intellectual Property (EUIPO).

The EIPIN network (European Intellectual Property Institutions Network) was established in 1999 and gathers five of the most prestigious higher education institutions in Europe specialized in Intellectual property law:
- CEIPI
- Queen Mary Intellectual Property Research Institute, University of London
- Magister Lvcentinvs, University of Alicante
- Intellectual Property Law and Knowledge Management (IPKM), Maastricht University (project coordinator)
- Munich Intellectual Property Law Center (MIPLC).
Many non-academic partners have agreed to be associated to this project, including: WIPO (World Intellectual Property Organization), CPVO (Community Plant Variety Office), EFPIA (European Federation of Pharmaceutical Industries and Associations), CISAC (International Confederation of Societies of Authors and Composers), EPI (European Patent Institute), ICTSD (International Centre for Trade and Sustainable Development).
The scientific coordinator of the project for the University of Strasbourg is Prof. Christophe Geiger, Director General of CEIPI.
The project goal is to create a joint PhD in Intellectual Property Law. The project duration is 4 years. This project involves the recruitment of 3 PhD students per partner for a period of 3 years with funding provided entirely by the project. During these 3 years, each PhD student will conduct a 18 months period of mobility to one of the partners, as well as secondment periods to non-academic partners. Thus, eventually, a European network of doctoral students and researchers will be formed leading to the development of the European research in the field of intellectual property.
A new volume published in the CEIPI collection: “The Intellectual Property System in a Time of Change: European and International Perspectives”, edited by Christophe Geiger
The CEIPI is pleased to announce the publication of the volume “The Intellectual property system in a time of change: European and International perspectives, 50 years of CEIPI anniversary volume”, edited by Prof. Christophe Geiger, Director General and Director of the Research Department of CEIPI, LexisNexis, CEIPI’s Collection No. 64 (2016).
Over the past decades the intellectual property system has witnessed significant changes due to new patterns of innovation and novel forms of creation. The challenges posed by the spread of new means of communication, the growth of international trade, the rise of development agendas related to global environmental, cultural and health concerns, have deeply influenced various areas where intellectual property matters. In order to adapt the intellectual property regime to this new context, important initiatives are underway at the European and international level, calling for collective reflection and debate.
This book presents reflections of high-ranking intellectual property officials and representatives of public institutions, renowned scholars in law and in economics, professionals and representatives of intellectual property rights intensive industries on the ways for future development of the European and international intellectual property systems in a globalized world. This volume of the books series results from the international conference celebrating the 50th anniversary of the Centre for International Intellectual Property Studies (CEIPI), organized in Strasbourg on the 27 and 28 November 2014 at the Council of Europe.

2nd edition of the Training Program for Technically Qualified Judges of the Unified Patent Court 2016
The creation of the Unified Patent Court represents a turning point in the history of European intellectual property law. The judges of the Unified Patent Court will be central actors for the success of the Unified Patent Court and the entire patent package.
The Centre for International Intellectual Property Studies, in collaboration with INPI, puts its experience in training public servants, longstanding academic tradition and partnership with key international intellectual property organizations at the service of a training program intended to meet the needs of a crucial collective such as the judiciary, more particularly, technically qualified judges.
The second edition of this training program, in cooperation with the French National Institute of Industrial Property (INPI), will take place from September 22 to 24 and from October 20 to 22, 2016 in Strasbourg, CEIPI.

First edition of the CEIPI Executive IP Management Days, from 19th to 21st October 2016, Strasbourg
This program is dedicated to train IP management executives in industry and institutions. Since 2006, the CEIPI MIPLM program educates IP management skills to IP experts from all over the world. There is a growing and developing best practice in business orientated IP management. In the course of these executive IP management days the IP strategy development of Vorwerk for its kitchen machine Thermomix will be discussed and the organizational implementation of this strategy.
Furthermore, the IP management practice of WILO in the field of high efficiency pumps and of ABUS and their home security system technology will be analyzed. The workshops aim’s to provide insight into industry specific aspects of IP strategy development, practical issues in systematic synthetic invention, IP protection of perceived customer benefits and sustainable organizational change in companies.
The workshop program will take place from 19th to 21st October 2016 in Strasbourg and is mainly addressed to IP professionals, but also open for graduate students who are interested in these topics. In particular, it offers a good update for the professionals having successfully completed the MIPLM at CEIPI.
The framework is designed for inspired discussions and networking.

Signing of a cooperation agreement with the International Intellectual Property Training Institute of the Korean Intellectual Property Office (KIPO), 8th July 2016
CEIPI was honored to host from 6 to 9 July 2016 a delegation of the International Intellectual Property Training Institute of the Korean Intellectual Property Office (KIPO) for a working visit and signing of a cooperation agreement. The Korean delegation was composed of Mr. Soon-Kee Park, Dean of IIPTI, Mr. Yun-Sup Song, Deputy Director Trademark Examination Division of KIPO and Mr. Dae-Kyun Lee, Deputy Director of IIPTI. The signing of the agreement took place in the presence of Prof. Francis Kern, Vice-President for International Relations at the University of Strasbourg and Prof. Christophe Geiger, Director General of CEIPI.
The objective of the agreement is the training of KIPO’s agents within CEIPI, including the Summer School, ten KIPO’s examiners having already participated in 2016 in this training.

Scholarship for obtaining an LLM at Vanderbilt University, USA (academic year 2017/2018)

In the framework of their new partnership, CEIPI of the University of Strasbourg and the Law School of the Vanderbilt University (Nashville, Tennessee) announce the creation of a special scholarship meant for a CEIPI student for obtaining an LLM in USA. This scholarship of 30 000 $ is going along with a position (remunerated according to the application rates) of research assistant on intellectual property (the exam period won’t be paid) under the supervision of Prof. Daniel Gervais. This scholarship is available for academic year 2017-2018 (beginning of the courses in August 2017). A similar scholarship will be provided each year.
The Law School of the Vanderbilt University is one of the highest ranked in the United States, especially for its programmes on intellectual property, business law, international law and social justice.
The LLM degree of Vanderbilt allows students to take the Bar exams, especially the New York’s one. About sixty students from Europe, Latin America, Asia and Africa are accepted into the LLM programme each year. The LLM programme is fully integrated into the JD (Juris Doctor degree or Doctor of Law degree) programme and enables students to register to the same courses. An intensive and optional legal English course is also provided in July.
The Vanderbilt University, located in Nashville (Tennessee) known as the “Music City U.S.A”, is also one of the main Biomedical Research Center in the United States. The city is also an ideal location to visit the Eastern, Central and Southern Regions of the United States. The Law School provides assistance to all new students regarding accommodation and administrative tasks.
The scholarship recipient will be chosen jointly by CEIPI and Vanderbilt.

CEIPI, associate partner of the project “Constitutional Hedges of Intellectual Property (CONHEIP)” of the University of Turku, Finland
CEIPI has partnered with the University of Turku in Finland for the project “Constitutional Hedges of Intellectual Property”. The other project partners are the University of Oxford and Queen Mary University of London. The project, under the direction of Prof. Tuomas Mylly of the University of Turku, has obtained a funding from the Academy of Finland for a period of 4 years.
The project intends to provide an integrative analysis of how intellectual property is protected through constitutional measures based on: human rights law, particularly protection of property ownership, investment treaties and certain constitutional-type provisions of trade and IP treaties and EU IP instruments.

CEIPI response to the European Commission consultation on the evaluation and modernisation of the legal framework for the enforcement of intellectual property rights, with a focus on specialization of intellectual property courts
The issue of enforcement of intellectual property rights is crucial for all the fields of intellectual property rights.
In this context, the European Commission launched in December 2015 a public consultation on the evaluation and modernization of the legal framework for the enforcement of intellectual property rights, to which the CEIPI Research Department responded.

PAST CONFERENCES AT CEIPI
CEIPI-BETA Conference on “Intellectual Property Transfer and Development”, by Prof. Frederick Abbott
In the context of the CEIPI & BETA Project in Law and Economics of Intellectual Property seminars and conferences, where distinguished professors and leading authorities in the intellectual property world are invited, the CEIPI & BETA team was pleased to welcome the lecture of Prof. Frederick Abbott, who is Edward Ball Eminent Scholar Professor of International Law at Florida State University College of Law.
His lecture entitled “Intellectual Property Transfer and Development” has addressed the relationship between these two central public policy objectives. Open to all the academic community of the University of Strasbourg, in particular to the CEIPI and BETA labs, the lecture of Professor Abbott has also closed two weeks of lectures imparted in the context of the CEIPI/WIPO/INPI Course on Technology Transfer and Licensing.
The lecture took place on Friday 24 June in Escarpe building.

CEIPI European Tutor’s Meeting, 19 & 20 May 2016
The 27th CEIPI European Tutors’ Meeting has taken place in Strasbourg on 19 and 20 May 2016. Once again, this annual meeting which has been chaired by Prof. Christophe Geiger, Director General of CEIPI and Adjunct Prof. Thierry Debled, Director of the international section of CEIPI, has been attended by more than 70 European and international specialists in patent law. The meeting has also given the opportunity to strengthen the cooperation with the European Patent Office in the framework of the Euro-CEIPI agreement.
Various news topics relating to European patent law and the corresponding CEIPI courses have been presented and discussed during the meeting: Mr. Brian Cronin, European patent attorney, has introduced possible developments of the current basic training in European patent law. His presentation has been followed by a very lively discussion. Mr. Andrew Rudge, European patent attorney and author of the D-book, has presented this recent training material used by CEIPI. Mr. Derk Visser, European patent attorney and author of the “Annotated European Patent Convention”, has given an overview of recent EPO case law. Mr. Quan-Ling Sim, Head of PCT outreach and user relations section of the World Intellectual Property Organization (WIPO), has presented updates on the Patent Convention Treaty. Mr. Francis Leyder, European patent attorney and chair of epi’s European Patent Practice Committee, has introduced recent developments of the Unitary Patent. This presentation has also been followed by a very lively debate.

In the context of the lecture series “(Re)thinking Intellectual Property, Fundamental Questions and New Perspectives”, CEIPI had the pleasure of welcoming on 9 May 2016, Prof. Irene Calboli, Lee Kong Chian Fellow & Deputy Director, Applied Research Centre for Intellectual Assets and the Law in Asia (ARCIALA), School of Law, Singapore Management University. Her public lecture focused on the topic “3D printing, trademark protection and the luxury industry”. The debate has been animated by Prof. Christophe Geiger, Director General of CEIPI.

In the framework of the CEIPI-BETA Project “Law and Economics of Intellectual Property”, CEIPI has organized with the Bureau for Economic Theory and Applications of the University of Strasbourg (BETA) a conference headed with “The World IP report on breakthrough innovation and economic growth” on 25 April 2016 by Carsten Fink, Chief Economist, Economic Studies, Statistics and Analysis Division at the World Intellectual Property Organization (WIPO).

Research Seminar “Le droit international de la propriété intellectuelle lié au commerce : L'accord sur les ADPIC, 20 ans après”, 20 April 2016
CEIPI’s Research Department has organized on 20 April 2016, in Strasbourg, a research seminar as part of a research project on intellectual property and international trade, mainly evoking the post-TRIPS developments in the area of international IP law, whose goal is the publication of the book “Le droit international de la propriété intellectuelle lié au commerce : L'accord sur les ADPIC, 20 ans après”, CEIPI’s collection.

One-day seminar of the CEIPI’s Research Department “Intellectual Property at the Court of Justice of the European Union”, 22nd April 2016
A one-day seminar entitled “Intellectual Property at the Court of Justice of the European Union” has been organized by the CEIPI’s Research Department and the Research Federation “L’Europe en mutation”, on 22nd April 2016, under the scientific leadership of Ms. Stephanie Carre and Mr. Franck Macrez, Associate Professors at CEIPI.
As for the previous editions, the members of the Research Department as well as affiliated practitioners have analyzed the recent developments in intellectual property case-law in the European Union. The one-day seminar has also opened new perspectives to be pursued in the interest of the coherence and efficiency of the European system of intellectual property in the single market.

TRAINING AND EDUCATION
8th edition of the CEIPI Summer School on Intellectual Property in Europe 2016
For the 8th year in a row, the CEIPI has organized a Summer School on IP in Europe. The courses were held from 27th June to 8th July 2016.
Unique in Europe and in the world, this Summer School offers a two weeks training in theory and practice of IP law in Europe for participants with both scientific and legal backgrounds. In fact, the division of the course into two parts, the first devoted to a general stream and the second a specialized stream, during which students may opt for a “Patent path” or a “Trademark and Designs path” grants to this Summer School its specificity.
The lecturers are selected from the academic staff of CEIPI, from experts in the intellectual property field, including professors and experienced practitioners but also official representatives, examiners, members of opposition chambers and so on.
The Summer School aims at providing a general overview of intellectual property in the context of the European Union’s legal system, and likewise, to bring practical solutions in regard to intellectual and industrial property rights litigation in Europe. The course is addressed especially to students and practitioners willing to gain a solid background in European and international intellectual property law.

CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing, 13 to 24 June 2016, Strasbourg
The CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing has taken place from 13 to 24 June 2016 in Strasbourg. This training course is jointly organized since 1978 by the World Intellectual Property Organization (WIPO), the Centre for International Intellectual Property Studies (CEIPI) and the French National Institute of Industrial Property (INPI). Like in the past edition, the present course touched upon the legal and economic aspects of technology transfer and licensing.
The training was addressed to officials of technology transfer professionals, including professionals working in university technology transfer offices, national and regional intellectual property offices and science and technology ministries. With an integrated and practical approach, the CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing was also of the interest of lawyers and economists.

Results Announcement Ceremony for the “Patents” and the “Trademarks and Industrial Designs” diplomas
The closing ceremony of the academic year for the “Patents” and the “Trademarks and Industrial Designs” diplomas took place on 24 June 2016 with the traditional Results Announcement Ceremony followed by the farewell reception gathering some of the lecturers (Mr. Yann Basire, Mr. Axel Casalonga, Mr. Jean-Baptiste Lecoeur, Mr. Laurent Nuss and Mr. Gérard Weiss), students and the CEIPI management and team (Mr. Christophe Geiger, Mr. Yves Reboul, Mr. Stéphane Thomas, Ms. Céline Meyrueis).
This year, the best students received gifts offered by INPI (Institut National de la Propriété Industrielle), represented by Mr. Philippe Borne, Regional Delegate of INPI Alsace.

Patent Litigation Course in Europe
The 13th course on Patent Litigation in Europe has finished on 20 June 2016, date of the final examination presented to a jury composed of the course coordinators, Mr. Harald Springorum and Ms. Nassim Kiani, as well as Mr. Tony Tangena, President of the epi, Mr. Daniel Thomas, former director DG 1 of the European Patent Office, and Mr. Yves Reboul, Director of the French section of CEIPI.
For several years, this course which is taught by various European specialists in matters of patent litigation and the unitary patent, has been very successful. In 2015-16, 103 patent attorneys from all over Europe have attended this training.

Enrolment - CEIPI's Diplomas 2016/2017
Enrolment Master of Laws 2 in Industrial Property, Academic year 2016-2017
This European Master's program is intended for scientists and engineers who wish to expand their knowledge of industrial property law and who are already graduates of the CEIPI diploma “Patents”. Its ultimate objective is to qualify experienced IP professionals, French and/or European Patent representatives or representatives with national offices outside Europe, to broaden their legal knowledge as required by the evolution of careers in intellectual property and the rise of new professions and new specializations in companies and law firms in the field of intellectual property.
This Master addresses practitioners who are graduates of the CEIPI program “Patents” (semesters 1 and 2 of the first year), graduates of the CEIPI program “Trademarks / Industrial Designs” or of the program “Patent Litigation in Europe” (semester 4). Candidates for the “Masters degree in Industrial Property” (semester 3) that are not graduates of either of the programs of semester 4, may register for the “Masters degree in Industrial Property” (semester 3), provided that they obtain one of the diplomas of semester 4. Moreover, candidates must be representatives with a national office or the European Patent Office and have four years of experience as a representative.
Enrolment for the academic year 2016-2017 is open until early December 2016.

This European Master's program is designed especially for European patent attorneys, lawyers and other experienced IP professionals. Its ultimate objective is to qualify experienced IP professionals to act as IP managers with the practical skills and knowledge to deal with the new challenges of wealth creation and profit generation. Participants acquire first and foremost a new understanding of how intellectual property works in business models and are conveyed the necessary skills to achieve the systematic alignment of IP management and business objectives.
This Master addresses students and practitioners with a minimum of three years’ experience in the Intellectual Property field.

Training in European Patent Law and Preparation for the EQE
EQE 2017: the EPO is introducing a new format of Papers A and B, the CEIPI adapts its training programme

With effect from 2017, there will be one single Paper A and one single Paper B for all candidates. The former distinction between the technical fields of Chemistry and Electricity/Mechanics will no longer apply. Mock papers for Papers A and Paper B in the new format have recently been published by the EPO.
The CEIPI PrePrep courses, A+B seminar and last-minute A+B intensive courses are designed to efficiently prepare candidates to the new format of these two papers. The courses and seminars will normally be taught by two tutors (i.e. one tutor from the former technical fields, namely Chemistry and Electricity/Mechanics, provided that the number of participants is sufficient) in order to take into account the specific difficulties, which participants having various technical backgrounds may encounter with the new format of Paper A and Paper B. The methodology taught in the courses and the training material (presentations, exercises, mock exams) will be adapted to the new format of Paper A and Paper B.
The PrePrep A+B courses preparing for the new format of Paper A and Paper B have been completely redesigned. The new format of the PrePrep courses is based on the experience that candidates need a number of specific competences and skills in order to pass. The goal of the PrePrep courses is to train these skills and competences by various practical exercises. The exercises are performed by the participants within the framework of the PrePrep A+B courses. The results will be analysed and discussed with the tutors.
The PrePrep courses are therefore an important element of a successful preparation for papers A and B. Candidates are strongly advised to enrol for these courses, which take place in September 2016 in Strasbourg in Paris (Strasbourg: for English- and German-speaking candidates. The topic of his lecture will be “Current EU legal developments on enforcement of intellectual property”. This activity participates to the fruitful cooperation set up since many years between CEIPI and CASRIP, materialized by the signing of a MoU in May 2014 between both structures.

From 11 to 14 July 2016, Christophe Geiger, Director General of CEIPI, has moderated the 3rd edition of the “IP executive week” jointly organized by the EPO and the EUIPO in Munich. The event took place at the EPO premises in Munich (Isar building). This seminar was addressed to the upper management of national Intellectual Property Offices and allowed dealing in an interactive manner with the most up-to-date topics concerning IP.

From 25 to 27 May 2016, CEIPI’s members have attended the International Forum on Intellectual Property organized in Mexico City by the Law Research Institute of the Autonomous National University of Mexico (IIJ – UNAM) on the topic “Twenty years of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) : a critic review”.

Response of the European Copyright Society to the Consultation of the European Commission on the Role of Publishers in the Copyright Value Chain and on the ‘Panorama Exception’
On 15 June 2016, the European Copyright Society has replied to the Public Consultation of the European Commission on the Role of Publishers in the Copyright Value Chain and on the ‘Panorama Exception’.
The European Copyright Society (ECS) was founded in January 2012 with the aim of creating a platform for independent scholarly thinking on European Copyright Law. Its members are scholars and academics from various countries of Europe, seeking to promote their views of the overall public interest regarding the construction of European Copyright law.
The Board of the European Copyright Society is currently composed of: Lionel Bently, Centre for Intellectual Property and Information Law (CIPIL), University of Cambridge; Alain Strowel, University of Saint Louis (Bruxelles) and university of Louvain; Séverine Dusollier, SciencePo Paris (Chair).
