“Is Copyright in the EU Fit for the 21st Century?” - Conference-debate at CEIPI, 24th November 2015

The CEIPI has the honor to welcome the Vice-President of the European Commission in charge of the Digital Single Market, Mr. Andrus Ansip, for a conference-debate on the topic of the future copyright reform in the EU: “Is copyright in the EU fit for the 21st century?”.
Mr. Ansip, former Prime Minister of Estonia, was appointed Vice-President of the European Commission in 2014, where he is in charge of the digital market portfolio. The modernization of Europe’s copyright rules is an essential step towards completing the European digital single market. The European Commission has vowed to table its proposals for a “copyright regime fit for the digital age” in 2015. The debate will be animated by Mr. Christophe Geiger, Professor at the University of Strasbourg and Director General of CEIPI.
On this occasion, the President of the University of Strasbourg, Mr. Alain Beretz will pronounce the opening remarks.

Christophe Geiger, Knight of the Order of Academic Palms
We are pleased to announce that Mr. Christophe Geiger, Professor of Law and Director General of CEIPI, was knighted in the Order of Academic Palms, on the 10th July 2015.

17th EIPIN Congress in Strasbourg, on the topic “Intellectual Property and the Judiciary”
The Center for International Intellectual Property Studies is hosting, in partnership with the members of the EIPIN network and the Spangenberg Center for Law, Technology & the Arts (Case Western Reserve University School of Law, Cleveland USA), the 17th EIPIN Congress, which will be held in Strasbourg, from the 28th to 30th January, Palais universitaire. The topic of the Congress will be “Intellectual Property and the Judiciary”.

The European Intellectual Property Institutes Network (EIPIN) was founded in 1999 and represents some of Europe’s leading institutes of research and teaching in intellectual property. EIPIN members are Queen Mary Intellectual Property Research Institute (University of London); Magister Lvcentinvs (University of Alicante), the Munich Intellectual Property Law Center (MIPLC), the Intellectual Property Law and Knowledge Management (Maastricht University) and CEIPI (University of Strasbourg) (http://www.eipin.org).
The objective of the congress will be to study the role of the judiciary in the elaboration and implementation of IP law, to look at the way IP is applied in different court systems, be it in general courts, in specialized IP courts and quasi-judicial bodies as well as in specialized non-IP courts and to draw conclusions on how to ideally design courts in the future so that they can deal with IP in a balanced and most efficient way.
The Congress of Strasbourg aims to bring together a wide range of leading experts in the field - academics, judges, institutional - and to generate student working groups on the issues raised by the various stakeholders. Almost thirty judges and academics will be invited to confront their points of view.

First training session for the Technically Qualified Judges of the Unified Patent Court
The CEIPI Training Program for Technically Qualified Judges has been launched on the 24th September 2015. In this first edition, CEIPI welcomed 42 highly skilled participants, the majority of them already pre-selected to become technical judges of the Unified Patent Court. Attendees participated in the sole program specially set up for technical judges in Europe so far, and interacted with 16 judges or former judges, 7 scholars, 4 lawyers and 5 representatives of national and international intellectual property organizations.

With this training, directed by Christophe Geiger, Professor at the University of Strasbourg and Xavier Seuba, Senior lecturer and academic coordinator at CEIPI, under the supervision of an Academic advisory board chaired by Professor Robin Jacob, CEIPI aims at contributing to the construction of a truly integrated European patent system, by fostering the knowledge, stimulating the discussion and enhancing the possibilities of participants to finally integrate the Unified Patent Court.
CEIPI could not have launched such a stimulating project without the help and support of a number of crucial European and national actors, the advice of the Scientific Board set up for this program, the support of the CEIPI Administrative Board, the support of the French Institute of Industrial Property (INPI) and the readiness of a group of highly influential European patent judges, civil servants, scholars and lawyers to contribute to the course as speakers.

During nine intensive days spread out in September, October and November, classroom lectures have been combined with analysis of jurisprudence and exercises, including workshops and a two-day moot court. Participants had the time to interact with a multinational crowd of other highly qualified patent experts, mostly patent attorneys. With this training, CEIPI strengthens its already very successful offer on patent litigation, and enriches as well its relationship with one of the historically most praised CEIPI targeted collective, patent attorneys, scientists and technical experts.

CEIPI broadening its horizons to Asia
Visit by a delegation of high Japanese industry representatives from the Japan Business Machine and Information System Industries Association (JBMIA)
CEIPI was pleased to welcome on 6th November 2015, a delegation of the Japan Business Machine and Information System Industries Association (JBMIA), namely the Intellectual Property Committee, which take an interest for the new unified patent court and unitary patent. The delegation was composed of Mr. Shinji Osaki (Kyocera), Mr. Hideki Sanatake (Canon), Mr. Kiyitaka Kaneko (Fuji-Film), Mr. Mikio Kakizaki (Toshiba Tec), Mr. Hideaki Chishima (Director of the secretariat of JBMIA). The delegation was received by Prof. Christophe Geiger, Director General of CEIPI, Mr. Didier Intes, Adjunct Professor at CEIPI and Mr. Xavier Seuba, Senior Lecturer and Researcher at CEIPI.
Visit by a delegation of the International Intellectual Property Training Institute of the Korean Intellectual Property Office (KIPO)
CEIPI was pleased to host from 15th to 17th September 2015 a delegation of the International Intellectual Property Training Institute of the Korean Intellectual Property Office (KIPO) for a working visit. The Korean delegation included Ms. Jeong Rae-Young, Deputy Director of the International Education Division and Mr. Cho Han-Jin, Professor in IIPTI. Discussions focused in particular on the establishment of a cooperation agreement to be concluded in 2016, which aim is the training of KIPO officers at CEIPI.

Visit of a delegation of the Academy of the Japan Patent Office (JPO)
On September 1st, 2015 CEIPI had the pleasure of welcoming a delegation of the Academy of the Japan Patent Office (JPO). Professor Yves Reboul, Director of the French Section of CEIPI, welcomed the delegation. One of the main goals of this visit was to design an education course for Japanese IP professionals in the field of management of IP. Collaboration between the academy of the Japan Patent Office and CEIPI has been discussed, based on the Master program of CEIPI in IP Law and Management (MIPLM), one of the leading education courses in this field in Europe.
RESEARCH ACTIVITIES
New: visiting program for foreign researchers within CEIPI Research Department
The Research Department of CEIPI was created in 2006 and it’s directed since 2009 by Christophe Geiger, Professor at the University of Strasbourg and Director General of CEIPI. It is composed of 35 members, among which 17 are PhD candidates in the field of IP.
Its activities include publications, participation in European and international projects and the organization of academic events, legal workshops and conferences, consultancy and expertise for decision-makers, supervising doctoral thesis.
The center cooperates with numerous centres of excellence in the field of IP research (EIPIN network; Max Planck Institute in Munich; Technical University in Dresden; Ss. Cyril and Methodius University of Skopje; Oxford University - Oxford Intellectual Property Research Center; University of Huazhong - Chinese-German Institute for Intellectual Property; Intellectual Property Academy of Singapore; University of Washington - Center for Advanced Study and Research on Intellectual Property; Case Western Reserve University School of Law - Spangenberg Center for Law, Technology & the Arts; NYU School of Law; University of Buenos Aires). The Research Department participates also in the organization of the research oriented “Master of Laws European and International Intellectual Property Law”.
The Research Department opened starting from the 2015/2016 academic year a new visiting program for foreign researchers. The researchers will have the opportunity to interact with academics from the center and participate in numerous academic activities: conferences, seminars, roundtables, etc. The center will provide a working space and access to specialized libraries. Accommodation could be organized upon request in residences managed by the University of Strasbourg (http://www.en.unistra.fr/index.php?id=22301).
The program is open to researchers working in the field of intellectual property law, who benefit from a funding:
- national government scholarships
- Marie Curie fellowships
- Fulbright fellowships
- other scholarships
- Financed sabbaticals from their home universities.
The length of stay will be between few weeks and 1 year maximum (in case of a staying in the framework of the Marie Curie fellowships, a longer period may be considered).
Two deadlines for applications:
• 1st January 2016 (for research visits starting on 1st March 2016)
• 1st June 2016 (for research visits starting on 1st September 2016).
In the framework of this program, visiting researchers are invited to participate to the center's research environment (e.g. to teach in one of the CEIPI’s masters, to propose a seminar to present the research topic, to write articles jointly with the members of the Research Department or other activities…).

Visiting Professors and Researchers
- On October, CEIPI was pleased to welcome Professor Joshua Sarnoff, DePaul University, Chicago, for a research stay. He currently works inter alia on patent eligibility under a comparative law and historical perspectives. Professor Sarnoff gave lectures to the Research Master in European and international IP Law and spoke to CEIPI specialists in the area. See also infra on the Public Lecture on IP and Climate Change.
- On September, CEIPI was pleased to welcome Professor Kaori Iida from Tokyo Medical and Dental University for a research stay. Professor Kaori Iida is currently working on a research project regarding the prevention of technology leakage and the protection and utilization of trade secret in Academia.
- Mr. Christophe Geiger, Director General of CEIPI, was invited as visiting professor during the month of August 2015 at the prestigious Spangenberg Center for Law, Technology & the Arts, Case Western Reserve University School of Law, Cleveland, Ohio. Particularly, he delivered a course on Human Rights and Intellectual Property organised within the framework of the programme “Case Abroad at Home”, during the period from 17 to 21 August 2015. Conference CEIPI-BETA, Ruth Towse, December 2015
In the framework of the CEIPI-BETA Project on “Law and Economics of Intellectual Property”, CEIPI and the Bureau for Economic Theory and Applications of the University of Strasbourg (BETA) will be delighted to welcome Professor Ruth Towse, Bournemouth University, Co-Director of the Centre for Intellectual Property Policy and Management. Her talk will address the EU copyright reform from the standpoint of cultural industries.
This conference will take place on Wednesday, December 2nd 2015 at CEIPI, l'Escarpe, 11 rue du Maréchal Juin, Room 017, at 4.30 pm.
This joint research project at the University of Strasbourg brings together lawyers and economists to formulate a common methodology and scientific output on a broad range of IP related issues. Directed by Prof. Christophe Geiger, Director General at CEIPI, and Prof. Julien Pénin, Associate Director at BETA (Bureau of Theoretical and Applied Economics), it is inter alia implemented through workshops.

Conference of Ms. Maria Martin-Prat on the topic “Copyright reform at EU level: challenges and perspectives”
Within the framework of the “Institutional, political and social perspectives on intellectual property” series of lectures, CEIPI was pleased to welcome on Wednesday, October 21st, 2015, Ms. Maria Martin-Prat, Head of the Copyright Unit in the European Commission Communications Networks, Content and Technology (DG CONNECT). Her public lecture focused on the topic “Copyright reform at EU level: challenges and perspectives”.
The conference addressed the context of copyright policy making today, the current EU acquis (both in terms of legislation and case law of the CJEU) as the necessary starting point for the review of copyright rules in Europe, the political guidelines and priorities of this Commission and the possible way forward. The debate was animated by Professor Christophe Geiger, Director General of CEIPI.

The topic of this roundtable stemmed from the recent Report and ongoing work of the Special Rapporteur in the field of cultural rights, Mrs. Farida Shaheed (http://www.ceipi.edu/index.php?id=14302#c65705). Several speakers at the roundtable have participated in the designing of this Report and they presented the conclusions and follow-up thereof to the many participants who attended the event.
Josephine de Ruyck, journalist for Intellectual Property Watch (IP Watch) and former intern at CEIPI just published an article about the conference on the topic “Finding the Right Balance Between IP And Access To Science”, which can be downloaded from the IP Watch website.

Research seminars of CEIPI’s Research Department
CEIPI develops its research activities, particularly through seminars held regularly under the supervision of Ms. Stéphanie Carre, Associate Professor at CEIPI. These seminars allow to the members of the research team and doctoral students to meet and to discuss issues related to intellectual property. The objective of these seminars is to stimulate and create synergy between researchers of the Centre.
We are glad to resume CEIPI Research Department workshops for 2015-2016, with Thibaud Lelong’s, Doctoral candidate and Research assistant at CEIPI, thesis presentation on “Financial instruments and IP”. The seminar took place on Monday, 28th September 2015.

Reaction of the CEIPI to the Resolution on the Implementation of Directive 2001/29/EC on the Harmonisation of Copyright in the Information Society adopted by the European Parliament on the 9th July 2015
CEIPI prepared an Opinion on the Resolution of the European Parliament on the implementation of Directive 2001/29/EC, which was adopted in the context of revision of the EU copyright rules. This document, drawing on previous CEIPI position papers and research, is intended to contribute to the important debate on the future of copyright in the EU and to invite the European Commission to an ambitious reform.

TRAINING AND EDUCATION
Opening of the sixth edition of the relocated study program CEIPI / University Ss. Cyril and Methodius in Skopje, Macedonia
The opening lecture for the 2015-16 academic year of the CEIPI relocated study program on IP Law offered in cooperation with Ss. Cyril and Methodius University in Skopje (Macedonia), and in partnership with the EIPIN members, will take place on 10th November 2015, in the premises of the Iustinianus Primus Faculty of Law in Skopje.
Gerard (Ged) Owens, Coordinator for Public Policy Issues at the European Patent Office (EPO), will give an opening lecture on the topic “Developing New Economic Sectors by Promoting Use of Intellectual Property”.
This innovative initiative offers a high-level programme in the Balkan region of Europe focusing mainly on international and European perspectives on IP Law (European patent law, trademarks, copyright, neighbouring rights and other related disciplines). Classes are taught by teachers from CEIPI and its partners from EIPIN network, Law Faculty of Skopje and neighbouring countries (Greece, Bulgaria and Serbia).

Pan-European Seal Professional Traineeship Programme
CEIPI offers its congratulations to Mr. Laurent Léopold Metzger for obtaining the Merit diploma, following his traineeship at the Office for Harmonization in the Internal Market (OHIM).
Concerned by improving the integration of its graduates into the labor market, the CEIPI signed in 2014 a Memorandum of Understanding with the OHIM and the European Patent Office (EPO) for the set-up of the traineeship program “Pan-European Seal Professional Traineeship Programme”. The program's goal is to bring closer the universities and the labor market highly specialized of the intellectual property.
Mr. Léopold Metzger received his diploma from Mr. António Campinos, President of the OHIM, during a ceremony held on October 13, 2015.
In 2015, a second generation of CEIPI’s graduate was selected to participate in the traineeship program “Pan-European Seal”. 6 graduates were selected for internships at the Office for Harmonization in the Internal Market (OHIM) and 6 others to integrate the European Patent Office (EPO). Internships are remunerated and last for one year starting from October 13, 2015.
CEIPI Summer School on Intellectual Property in Europe - 2015

For the 7th year, the CEIPI has organized a Summer School on IP in Europe. The courses have been held from July 02 to July 10, 2015.
The lecturers were selected from the academic staff of CEIPI and from experts in the intellectual property field, including professors, experienced practitioners and official representatives. The course was addressed especially to students and practitioners willing to gain a solid background in European intellectual property law.
The Summer School aims at providing both academics and practitioners with an overview of intellectual property in the context of the European Union’s legal system, and likewise, to bring practical solutions in regard to intellectual and industrial property rights litigation in Europe, notably patents.
Students from Brazil, Peru, China, Korea, Japan, Germany, Belgium, Italy and Finland have successfully participated to this course.

CEIPI/WIPO/INPI Advanced Course on Intellectual Property, Technology Transfer and Licensing, 15 to 26 June 2015, Strasbourg

The CEIPI/WIPO/INPI Advanced Course on Intellectual Property, Technology Transfer and Licensing took place from 15 to 26 June 2015 in Strasbourg. This training course is jointly organized since 1978 by the World Intellectual Property Organization (WIPO), the Centre for International Intellectual Property Studies (CEIPI) and the French National Institute of Industrial Property (INPI).
The training is addressed to high officials and to technology transfer professionals, including professionals working in university technology transfer offices, national and regional intellectual property offices and science and technology ministries.

Training programme for the European Qualifying Examination (EQE) 2016
The CEIPI courses preparing for the EQE 2016 have started in early September 2015 in Paris, where the CEIPI has organized a PrePrep course for paper D for French-speaking candidates. Further PrePrep courses for papers A, B, C and D, which give an introduction to the methodology for solving these papers, took place in Strasbourg in September and in Paris in October. These courses are taught in the three official languages of the EPO.
The PrePrep courses will be followed by the CEIPI seminars preparing for the four papers of the EQE 2016, main examination and for the pre-examination 2016. The dates of the seminars are as follows:
- Seminar preparing for the EQE pre-examination: 2 – 6 November 2015
- Seminar preparing for papers AB and C: 16 – 20 November 2015
- Seminar preparing for paper D: 4 – 8 January 2016 and 18 – 22 January 2016 (the second seminar D will take place in case of a sufficient number of enrolments; otherwise candidates will have the possibility to attend the seminar from 4 to 8 January).

The A-book, authored by Erich Wäckerlin, former member of a Board of Appeal at the EPO, CEIPI – coordinator for the preparation courses for papers A and B and CEIPI tutor for papers A, B, C and the pre-examination, is furthermore an efficient work tool for candidates preparing for paper A. It is perfectly completing the C- and D-books already edited by Wolters Kluwer.
Basic training in European Patent Law
Several basic training courses in European Patent Law, designed to accompany professional practice of future Patent Attorneys and organized in 41 European cities, will start in autumn 2015. The courses running in Paris, Brussels, Düsseldorf, Hanover, Cologne, Munich, Lausanne, Helsinki, Prague and Krakow welcome candidates as from September or October 2015, according to the schedule of each course. CEIPI University Diploma on Patent Litigation in Europe
CEIPI will organize the 13th University Diploma in Patent Litigation in Europe in November 2015. 108 participants, European Patent representatives and Lawyers from all around Europe, will attend this course. Years after years, this course organized in cooperation with the epi and which leads to the Patent Litigation in Europe University Diploma, becomes more and more successful. Lecturers are chosen among the best European and International specialists in IP Litigation. A waiting list for the 14th course in 2016 is already open.
Moreover, during its last Assembly, on September 3rd, 2015, the Preparatory Committee of the Unified Patent Court has selected the CEIPI’s University Diploma in Patent Litigation in Europe as one of the courses leading to the representative quality before the Unified Patent Court.
Enrolment for the Master in Industrial Property (Master of Laws 2: Law Economics Management, Field: Intellectual property Law, Specialization: Industrial Property), Academic year 2015-2016 is open
This European Master's program is intended for scientists and engineers who wish to expand their knowledge of industrial property law and who are already graduates of the CEIPI diploma « Patents ». Its ultimate objective is to qualify experienced IP professionals, French and/or European Patent representatives or representatives with national offices outside Europe, to broaden their legal knowledge as required by the evolution of careers in intellectual property and the rise of new professions and new specialisations in companies and law firms in the field of intellectual property.
This Master addresses practitioners who are graduates of the CEIPI program “Patents” (semesters 1 and 2 of the first year), graduates of the CEIPI program “Trademarks / Industrial Designs” or of the program “Patent Litigation in Europe” (semester 4). Candidates for the “Masters degree in Industrial Property” (semester 3) that are not graduates of either of the programs of semester 4, may register for the “Masters degree in Industrial Property” (semester 3), provided that they obtain one of the diplomas of semester 4.Moreover, candidates must be representatives with a national office or the European Patent Office and have four years of experience as a representative.

Enrolment for the Master of Intellectual Property Law and Management (MIPLM), Academic year 2015-2016 is open
This European Master's program is designed especially for European patent attorneys, lawyers and other experienced IP professionals. Its ultimate objective is to qualify experienced IP professionals to act as IP managers with the practical skills and knowledge to deal with the new challenges of wealth creation and profit generation.
Participants acquire first and foremost a new understanding of how intellectual property works in business models and are conveyed the necessary skills to achieve the systematic alignment of IP management and business objectives.
This Master addresses students and practitioners with a minimum of three years’ experience in the Intellectual Property field.

CEIPI at the “Raising awareness against plagiarism Day”
Ms. Laure Marino, Professor at the University of Strasbourg, as well as three doctoral candidates from CEIPI, Ms. Natalia Kapyrina, Mr. Thomas Lemieux and Mr. Jeoffrey Sabbah, will animate awareness workshops to the notion of plagiarism, during the “Raising awareness against plagiarism Day” to be held on 17th November 2015 (Salle des these, Nouveau Patio), organized by the Doctoral School ED 101.

The French Association for the international protection of copyright (AFPIDA) held on 10th November 2015 its General Assembly. Mr. Christophe Geiger, Professor at the University of Strasbourg and Director General of the CEIPI will speak at the seminar organized on this occasion on the topic “Copyright and freedom of expression: what interactions? About the judgment of the French Supreme Court on 15 May 2015”.
Christophe Geiger at Hanken School of Economics, Helsinki, Finland, 3rd November 2015
Mr. Christophe Geiger, Professor at the University of Strasbourg and Director General of CEIPI gave a presentation on the 3rd November 2015 at the Hanken School of Economics, on “Derivative works, dependent creations and ‘User-generated content’: time to reimagine copyright law?”. During his visit, discussions were held on the establishment of cooperation between the Hanken School of Economics and CEIPI, in the presence of Ms. Nari Lee, Professor of Intellectual Property Law and Mr. Niklas Bruun, Director of the Center of International Economic Law. Hanken is a leading business school in Finland, founded in 1909 in Helsinki. The school is part of Equis network of the best European business schools.
CEIPI at the CPVO 20th Anniversary, 1st October 2015, Angers
On 1st October 2015, the Community Plant Variety Office (CPVO) hosted a seminar in Angers, to celebrate 20 years of EU Intellectual Property rights for plant breeders. CEIPI had the honor to be represented at the celebration by Mr. Yves Reboul, Professor Emeritus and Director of the French Section of CEIPI.

The 34th annual Congress of the International Association for Advancement of Teaching and Research in Intellectual Property (ATRIP) took place from the 27 to 30 September 2015 at the Centre for Business Law, University of South Africa, Cape Town on the topic: « Intellectual property in action in society: new perspectives from the North, the South and the cloud ».
Mr. Christophe Geiger, Director General of CEIPI, chaired on the 30 September 2015 the round-table on the topic “National Perspectives on IP in Society” and participated to the meeting of the Executive committee of the Association.

CEIPI at the 10th Annual Conference of the European Policy for Intellectual Property (EPIP), Glasgow, UK
From September 2 to 3, 2015 representatives of CEIPI participated in the 10th Annual Conference of the European Policy for Intellectual Property (EPIP) association, hosted by CREATe, University of Glasgow, UK.
Mr. Xavier Seuba, Senior Lecturer and Researcher at CEIPI, chaired a panel on “International Coordination and Protection”.
Mr. Oleksandr Bulayenko, Research Assistant and Doctoral Candidate at CEIPI, gave a presentation on the topic “Mass digitization and making available online of copyrighted works in Europe: Comparison of French and Norwegian approaches” in the session on Cultural Goods, Copyright and Digitisation.
At the meeting of the management board which was held in Glasgow during the conference, Mr. Christophe Geiger, Director General of CEIPI, was elected member of the board of the EPIP.

Xavier Seuba appointed co-Rapporteur of the Global Health Law Committee
Mr. Xavier Seuba, Senior Lecturer at CEIPI, has been appointed in August 2015 co-Rapporteur of the Global Health Law Committee, the branch of the International Law Association devoted to the study of international health norms. During the first year of his appointment, his focus will be placed on the relationship between intellectual property and global health. Xavier Seuba has worked for several ministries of health as well as for some international health organizations, mainly the World Health Organization.

New Opinion of the European Copyright Society on the conclusions of the Advocate General in the “Reprobel”- case (C-572/13)
On 5 September 2015, the European Copyright Society issued an Opinion on the conclusions presented on June 11, 2015 by the Advocate-General Pedro Cruz Villalón in the HP Belgium v. Reprobel-case pending before the Court of Justice of the EU (case C-572/13), following a request for preliminary ruling from the Brussels Court of Appeal (Belgium) lodged on 8 November 2013.
The European Copyright Society (ECS) was founded in January 2012 with the aim of creating a platform for independent scholarly thinking on European Copyright Law. Its members are scholars and academics from various countries of Europe, seeking to promote their views of the overall public interest regarding the construction of European Copyright law.
The Board of the European Copyright Society is currently composed of: Lionel Bently, Centre for Intellectual Property and Information Law (CIPIL), University of Cambridge (Chair); Christophe Geiger, Centre for International Intellectual Property Studies (CEIPI), University of Strasbourg; Séverine Dusollier, SciencePo Paris/ University of Namur.
In February 2013, the European Copyright Society issued a remarked opinion on the Svensson case (Case C-466/12) which was referred to the CJEU for a preliminary ruling from the Svea hovrätt (Sweden) on 18 October 2012. In 2014, the European Copyright Society has also issued a response to the Public consultation on the review of the EU copyright rules of the European Commission, released an opinion on limitations and exceptions to copyright in the European Union based on the Judgement of the Court of Justice of the European Union of September 3, 2014 in Case C-201/13 Deckmyn, and addressed an open letter to Mr. Günther Oettinger, Commissioner for Digital Economy and Society, inviting the European Commission to start working on a unified copyright law for the European Union.
