At the CEIPI’s last board meeting held in Geneva on December 14, 2012, the members considered the succession to the position of President of the Administrative Board and unanimously decided to propose Antonio CAMPINOS, the present President of the Office for Harmonization in the Internal Market (OHIM).

The CEIPI is pleased to announce that Antonio CAMPINOS, after having obtained the necessary administrative authorizations, has accepted this new responsibility. Mr. CAMPINOS will officially take office as President of the Administrative Board of the CEIPI at the board’s next meeting on June 7, 2013, in Strasbourg. He will succeed Francis GURRY, Director General of the World Intellectual Property Organization (WIPO).

Of Portuguese nationality, Mr. CAMPINOS studied at the universities of Montpellier and Nancy and held positions in the banking and public administration sector in Portugal.

Due to his vast international experience in the intellectual property field, Mr. CAMPINOS became Head of the Portuguese National Institute of Industrial Property in 2005. He was Chairman of the Ad Hoc Working Group on the Legal Development of the Madrid System for the International Registration of Marks at the World Intellectual Property Organization (WIPO) between 2005-2008. Mr. CAMPINOS was member of the Administrative Council of the EPO from 2005 to 2010, and Chairman of the Administrative Board of the OHIM in 2007 before being appointed as its President on October 1, 2010.

At its last meeting held at the World Intellectual Property Organization in Geneva on December 14, 2012, the Administrative Board of the Center for International Intellectual Property Studies (CEIPI) reelected Christophe GEIGER as Director General of the CEIPI and of its Research Department.

At the board meeting, Christophe GEIGER presented a review of his term in office and of the strategic project of the CEIPI in the areas of training and research, elaborating on three endeavors: to consolidate, adapt and develop the achievements of the CEIPI, to enhance the reach of the CEIPI and to develop its research activities.

Christophe GEIGER was reelected unanimously by the Administrative Council of the CEIPI for a second term as Director General, effective September 1, 2013, and as Director of the Research Department, effective January 1, 2013.

The Council warmly congratulated Christophe GEIGER for his efforts in developing the European and international reputation of the CEIPI. It also welcomed the excellent results of the CEIPI and particularly approved the synergy between the general management and research that underpins the two fundamental objectives of the CEIPI, namely teaching and research in the field of intellectual property.

Christophe GEIGER, General Director of the CEIPI, has appointed Thierry DEBLED, associate professor at the CEIPI, to the position of Director of the International section.

 At the last meeting of the Administrative Council that was held at the World Intellectual Property Organization in Geneva on December 14, 2012, the board expressed its full approval and support of the nomination of Thierry DEBLED to the position of Director of the International section of the CEIPI. Professor DEBLED has been in charge of coordinating the basic training program and the preparation of the European Qualifying Examination for several years.

We are pleased to announce that Laure Marino, Professor at the Law Faculty of the University of Strasbourg, has joined the CEIPI's Research Department. Laure Marino is specialized in intellectual property law and in IT law (IP/IT) and directs the Master 2 “Droit de l’économie numérique” and the training program C2i (certificat Informatique et Internet) level 2 “Métiers du droit” in Strasbourg.

On January 21, the CEIPI welcomed the new students from the Master 2 (LLM) of Intellectual Property Law and Management (MIPLM). This training is addressed particulary to Patent attorneys, IP experts and practitioners with a minimum of three years experience in the Intellectual property field.

On February 11, the CEIPI welcomed the new students from the "Trademarks and designs" course, in long tuition. This training brings together engineers and scientists who are already enrolled in the "Patent course" and lawyers who wish to specialize specifically in the field of Trademarks and designs.

Within the framework of the CEIPI series of lectures "Institutional, political and social perspectives on intellectual property", CEIPI is happy to invite you to the public lecture to be held on Thursday, February 21, 2013 at 5.30 pm. 

Yves Lapierre, Director General of the INPI (Institut National de la Propriété Industrielle), will give a presentation on the topic: "The new challenges for a national industrial property office ; the vision of the Institut National de la Propriété Industrielle (INPI)".

Within the framework of the CEIPI series of lectures "Institutional, political and social perspectives on intellectual property", CEIPI is happy to invite you to the public lecture to be held on Friday, March 15, 2013 at 11.00 am.

Paul Maier, Director of the European Observatory on Infringements of Intellectual Property Rights at the OHIM (Office for Harmonization in the Internal Market), will give a presentation on the topic: "The European Observatory on Infringements of Intellectual Property Rights: its role and projects".

Marco Ricolfi, Professor at the Turin University (Italy) and Director of the Intellectual Property Master organized by WIPO and the Turin University, will give a presentation on February 28, 2013 at 5.30 pm. within the framework of the series of lectures : "(RE)thinking Intellectual Property, Fundamental Questions and New Perspectives" on the topic:

"Double identity of signs and goods in trade mark law: just a piracy issue?"

Graeme Dinwoodie, Professor at the University of Oxford (United Kingdom) and Director of the Oxford Intellectual Property Research Centre, will act as commentator and the conference will be followed by a debate with the audience, moderated by Christophe Geiger, Director General of the CEIPI.

Toshiko Takenaka, Professor at the Washington School of Law, Seattle (U.S.A.) and visiting Professor at CEIPI, will give a presentation on April 03, 2013 at 5.30 pm. within the framework of the series of lectures : "(RE)thinking Intellectual Property, Fundamental Questions and New Perspectives", on the topic:

"Comparative Study of employee invention systems in major countries (U.S., U.K., Germany, France and Japan) and Proposal of the Best Practice".

The presentation will be followed by a debate with the audience, moderated by Yves Reboul, Director of the French section at CEIPI.

The project is carried out under the direction of Dr. Christophe Geiger, Director General of CEIPI and Professor Julien Pénin from BETA. In order to implement the research initiative, Agnieszka Kupzok (kupzok@unistra.fr) has been recruited as a postdoctoral researcher and will serve as a project leader.

CEIPI launches a new research project in the area of patent law, which will address patentability standards and how they relate with the broader issue of patent quality. This project is convened in the context of the 2012 cooperation agreement between the Centre d’Études Internationales sur la Propriété Intellectuelle (CEIPI) and Centro de Estudios Interdisciplinarios de Derecho Industrial y Económico (CEIDIE), of the University of Buenos Aires, Argentina. In this context, CEIPI professors and researchers will work in collaboration with representatives of the Patent Offices at European and national levels, while CEIDIE members will work with the Argentinean National Institute of Industrial Property and other offices in Latin American countries. The overall goal is to detect and compare trends not only on both sides of the Atlantic but also globally regarding the shared goal of promoting patent quality. Together with Europe and Argentina, countries such as India, Colombia and other emerging countries will also be the focus of a research that will pay particular attention to the area of pharmaceutical products.

The first planning meeting will take place in Strasbourg next April 2013.

At CEIPI, the project will be conducted under the academic direction of Christophe Geiger, Director General and Director of the Research Department of CEIPI, and Xavier Seuba, Senior Associate Researcher at CEIPI.

"What Patent Law for the European Union?" / "Quel droit des brevets pour l’Union européenne ?"

The European Patent System stands at a crossroads. Although an agreement on a European Union patent was expected, the creation of such an instrument ran up against several difficulties. As a consequence, the implementation of a European patent with “unitary effect” through the mechanism of enhanced co-operation was decided. At the same time, the Court of Justice of the European Union (the CJEU) issued a negative opinion on the legislative proposals to create a European Patent Court which, in turn, led to the preparation of a revised text that sparked major debates. The need to reflect on the future of the patent system in the European Union is felt as never before.

In this context, the Centre for International Intellectual Property Studies (CEIPI) brought together renowned academics, eminent professionals, judges, and institutional representatives active in the field of intellectual property for a conference on the topic “What Patent Law for the European Union?” held on 26 and 27 April 2012 at the European Parliament in Strasbourg.

This book presents the results of this important event and proposes areas for further consideration with a view to the development of an effective and balanced legal and judicial framework for patents
within the European Union.

The book takes into account the texts adopted by the European Parliament on December 11, 2012 concerning the approval of the Regulations 1257/2012/UE and 1260/2012/UE implementing enhanced cooperation in the area of the creation of unitary patent protection.

The CEIPI and its research Department are pleased to inform you about the upcoming publication of a new volume in the CEIPI collection (Lexis-Nexis-Litec Edition) edited by Christophe Geiger,  Director General of the CEIPI, entitled:

"The Contribution of Case Law to the Construction of the Intellectual Property in Europe"

The elaboration of European Intellectual Property Law is a work in progress. The Courts of the European Union, as well as the Boards of Appeal of the various European and Community Offices, are increasingly being asked to interpret different concepts of European law; Thereby, they contribute substantially to defining the contours of this emerging legal framework and are thus an important channel for harmonisation. However, the guidelines provided by judges are not always clear, making it sometimes difficult to understand the exact scope of European Intellectual Property Legislation.

The aim of this collective work is to attempt an analysis of such case-law and to highlight its contribution to the European construction of copyright law, design law, trademark law (especially with regard to keywords advertising), patent law (in particular concerning the notion of patentable invention), plant varieties protection, geographical indications, and enforcement of intellectual property rights. The increased use of competition law and of fundamental rights in EU case-law in the field of intellectual property will also be addressed.

Christophe Geiger, Director General of the CEIPI, will participate in the "Colloquium on Innovation Policy" organized by the New York University School of Law on Thursday, March 28, 2013.

Mr Geiger will speak on the topic: "Criminalizing" IP law? The rise of criminal enforcement at regional and global level.

Stéphanie Carre and Franck Macrez, Associate Professors at the CEIPI, will participate in the Sino-German Conference jointly Organized by The Chinese-Germany Institute of IP, Huazhong University of Science & Technology (HUST) and The Chair for Corporate & IP Law, Technische Universität München (TUM), to be held at the Huazhong University of Science & Technology (HUST), Wuhan, China, from April 19 to 20, 2013, on the topic "Cross Border Cooperative Innovation and Intellectual Property".

Within the framework of Session 1: "Intellectual Property Issues in International Trade", Stéphanie Carre will speak on April 19 on the topic: "The question of IPRs justification and its implications".

Within the framework of Session 2: "Technology Transfer and Intellectual Property", Franck Macrez will speak on April 19 on the topic: "Legal risk management and technology transfer: know-how and patent issues".

The Advanced Master in Intellectual Property Law and Knowledge Management (LLM/MSc) offered at the Maastricht University (The Netherlands) has joined the EIPIN Network (European Intellectual Property Institutes Network) and organized from January 31 to February 2, 2013 the first congress for the year 2012-2013 on the topic "Treatment Equal or No-Less Favourable of Citizens in a Globalizing World".

The CEIPI is member of the EIPIN Network and participated in this event. Christophe Geiger, Director General of the CEIPI, Oleksandr Bulayenko and Franciska Schönherr, research assistants at the CEIPI, participated to the EIPIN Doctoral seminar which took place on January 30 and 31, 2013.

Christophe Geiger acted as commentator.

Oleksandr Bulayenko spoke on the topic "Collective Management of Copyright and Related Rights: Towards the True Multi-Territorial and Multi-Repertoire Licensing in the European Union”.

Franciska Schönherr spoke on the topic "The Construction of an EU Copyright Law  - Opportunities and Perspectives".

We are pleased to announce that Yann Basire, Associate Professor at the University of Orléans, who defended his thesis at the CEIPI, was awarded by the Faculty of Law of Strasbourg, the Prize for the best thesis in private law (September 2011 - September 2012).

Yann Basire has been rewarded for his thesis "The functions of a Trade Mark: Essay on the Coherence of the Legal Regime Governing a Distinctive Sign" written under the supervision of Professor Yves Reboul, Director of the French section at the CEIPI.

The award ceremony was held under the high patronage of Jean-Louis Debré, President of the Constitutional Council, at the Faculty of Law of Strasbourg on December 13, 2012.
