Oleksandr Bulayenko
Oleksandr Bulayenko, PhD, LL.M., is Scientific & Education Coordinator and Researcher at the Center for International Intellectual Property Studies (CEIPI) at the University of Strasbourg, where he coordinates a number of trainings and projects in the field of intellectual property law and innovation. He is also an Associated Researcher at the Institute for Information Law (IViR) at the University of Amsterdam. He authored numerous publications and acted as an expert on intellectual property issues for different authorities, including the European Commission (DG CNECT), European Parliament (JURI), Council of Europe (EAO), EUIPO, IP Key EU-China and WIPO.
His recent research accomplishments include the Study on Emerging Issues on Collective Licensing Practices in the Digital Environment for the European Commission (DG CNECT); Study on Cross Border enforcement of IPRs in EU and In-Depth Analysis on the Exception for Text and Data Mining for the European Parliament (JURI); and Study on Dynamic Blocking Injunctions in the EU for the EUIPO. In the framework of the CEIPI-BETA Project on Law and Economics of IP, he is coordinating a study on business models infringing IPRs for the EUIPO. His doctoral thesis, entitled “Ensuring Remuneration and Access to Culture in the EU Single Market: Construction of Multi-Territorial Collective Management of Copyright”, was awarded a prize by the University of Strasbourg Research Federation “Europe en Mutation”.
His responsibilities comprise the organisation of CEIPI trainings in the framework of the Professional Development Program (PDP) of WIPO, including of the WIPO/CEIPI/INPI on IP, technology transfer and licensing and the WIPO/CNIPA on management and commercialization of IP assets; and of the CEIPI Advanced Training on Regulatory Affairs and Intellectual Property in Pharmaceutical Industry. He is a CEIPI coordinator for the EIPIN Innovation Society multi-disciplinary project supported by EU Horizon 2020 and organised by 5 IP institutes (CEIPI/University of Strasbourg, University of Augsburg/Max Planck Institute for Innovation and Competition, University of Alicante, Queen Mary University of London and Maastricht University) in cooperation with the EUIPO, CPVO and 13 private organisations. He is also actively involved in the work of two other large-scale European projects, reCreating Europe and EPICUR. He is CEIPI contact point for the Network of Intellectual Property Academies (NIPA) and Pan-European Seal Professional Traineeship Programme (EPO, EUIPO and CPVO).
